RESOLUTION TO REVISE PATRON BEHAVIOR POLICY
Meeting Date: November 17, 2015 at 7:00 PM
Present: Byerly, Crouch, Eibler, Farrell, Hocking, Katakowski

WHEREAS Clauses:
- 1. Library established under Act 164, Michigan Public Acts of 1877
- 2. Library previously adopted a Patron Behavior Policy
- 3. Library desires to amend policy for additional regulation of spaces outside building
- 4. Amendment is in best interests of health, safety and welfare of library and patrons
RESOLUTION: Amendment to Section III.H
H. Campaigning, Petitioning, Interviewing and Similar Activities
As a limited public forum, the Library reserves the right to regulate the time, place, and manner for campaigning, petitioning, interviewing, survey-taking, pamphleteering, canvassing and soliciting on Library grounds as follows:
1. Inside Building:
Campaigning, petitioning, interviewing, survey-taking, pamphleteering, canvassing and soliciting are prohibited inside the Library building.
2. Outside Building Requirements:
- a. Sign in at Checkout Desk in advance
- b. No library endorsement implied
- c. Limited to areas 25 feet from all entrances
- d. Cannot block ingress or egress
- e. No tables, stands, or structures permitted
- f. Limited to library operating hours
- g. No materials brought into, posted at, or left on library property
