RESOLUTION TO REVISE PATRON BEHAVIOR POLICY

Meeting Date: November 17, 2015 at 7:00 PM
Present: Byerly, Crouch, Eibler, Farrell, Hocking, Katakowski
Absent: None

WHEREAS Clauses:

1. Library established under Act 164, Michigan Public Acts of 1877
2. Library previously adopted a Patron Behavior Policy
3. Library desires to amend policy for additional regulation of spaces outside building
4. Amendment is in best interests of health, safety and welfare of library and patrons

RESOLUTION: Amendment to Section III.H

H. Campaigning, Petitioning, Interviewing and Similar Activities
As a limited public forum, the Library reserves the right to regulate the time, place, and manner for campaigning, petitioning, interviewing, survey-taking, pamphleteering, canvassing and soliciting on Library grounds as follows:

1. Inside Building:

Campaigning, petitioning, interviewing, survey-taking, pamphleteering, canvassing and soliciting are prohibited inside the Library building.

2. Outside Building Requirements:

a. Sign in at Checkout Desk in advance
b. No library endorsement implied
c. Limited to areas 25 feet from all entrances
d. Cannot block ingress or egress

e. No tables, stands, or structures permitted
f. Limited to library operating hours
g. No materials brought into, posted at, or left on library property
