Minutes for May 21, 2020

 

Call to Order and Pledge to the Flag
Farrell called the meeting to order at 7:07pm.
Members present: J. Colone, M. Evergreen, M. Farrell, R. Hocking, J. Katakowski.
Members absent: P. Eibler (excused).
Also present: H. Hentz, C. Weber.

Approval of
1)    Motion to approve the agenda as presented made by Hocking, seconded by Colone.
Roll call: Colone -Y, Evergreen -Y, Farrell - Y, Hocking -Y, Katakowski -Y, Eibler- absent. Motion carried.
2)    Motion to approve the minutes for April 22, 2020 as presented made by Colone, seconded by Hocking. Roll call: Colone -Y, Evergreen -Y, Farrell - Y, Hocking -Y, Katakowski -Y, Eibler- absent. Motion carried.

Financial
1)    Motion to accept the March 2020 Financial Report made by Hocking, seconded by Colone.  Roll call: Colone -Y, Evergreen -Y, Farrell - Y, Hocking -Y, Katakowski -Y, Eibler- absent. Motion carried.
2)  Motion to accept the April 2020 Financial Report made by Hocking, seconded by Katakowski.  Roll call: Colone -Y, Evergreen -Y, Farrell - Y, Hocking -Y, Katakowski -Y, Eibler- absent. Motion carried.
3)    Motion to approve Library Voucher # 602 in the amount of $68,332.63 made by Evergreen, seconded by Hocking. Roll call: Colone -Y, Evergreen -Y, Farrell - Y, Hocking -Y, Katakowski -Y, Eibler- absent. Motion carried.

 Librarian's Report
1)    Monthly statistics: Daily average is 0 people, 8 new patrons, 68 items checked out in-house, 869 Axis360 checkouts, 291 Zinio checkouts, 454 Hoopla checkouts, 0 computer users.
2)    Marketing update: 167 Instagram, 404 Twitter, 1,085 Facebook, 1,186 Website visits, 100 wifi uses.
3)    Other News: Staff is preparing for a June 1 opening of the library.  It is possible the Governor will order curbside service only for the first few weeks.  The staff is ready for this.
4)    Upcoming programs: Except for the Summer Reading Program, all programs through August 31 have been cancelled.

Old Business
1)    Motion to adopt the 2020/2021 Budget as presented made by Evergreen, seconded by Colone.  Roll call: Colone -Y, Evergreen -Y, Farrell - Y, Hocking -Y, Katakowski -Y, Eibler- absent. Motion carried.

New Business

  1. Preparedness & Response Plan - This has been mandated by the governor.  The library will need to post this on the website and make it available if any member of the public asks for it.  It has been turned in to the Township’s Public Safety Committee.  The plan is based on OSHA’s plan.  Motion to accept the Library’s Preparedness & Response Plan made by Hocking, seconded by Colone. Roll call: Colone -Y, Evergreen -Y, Farrell - Y, Hocking -Y, Katakowski -Y, Eibler- absent. Motion carried
  2. Reopening Plan - This has been mandated by the governor.  The library’s plan is based on the idea of a “phased plan” which is considered best practices by the American Library Association, Michigan Library Association, and the Library of Michigan.  Motion to accept the Library’s Reopening Plan made by Evergreen, seconded by Colone.  Roll call: Colone -Y, Evergreen -Y, Farrell - Y, Hocking -Y, Katakowski -Y, Eibler- absent. Motion carried
  3. Reopening Policy - This policy was prepared by the Library’s attorney.  Motion to accept the Reopening Policy made by Hocking, seconded by Colone.  Roll call: Colone -Y, Evergreen -Y, Farrell - Y, Hocking -Y, Katakowski -Y, Eibler- absent. Motion carried
  4. Employee Screening - While not mandatory, it is considered best practices to screen each employee’s health each day before starting work.  The Library’s health screening form is based on ideas from several library’s screening forms and information from the CDC and has been approved by the Livingston County Health Department.  Motion to accept the Employee Health Screening form made by Colone, seconded by Evergreen.  Roll call: Colone -Y, Evergreen -Y, Farrell - Y, Hocking -Y, Katakowski -Y, Eibler- absent. Motion carried
  5. Hentz presented the procedures for the new Curbside Service.
  6. Hentz presented the new and updated federal FMLA laws.

Relevant Board Issues
1)    Temporary library hours were set for at least the first month the library is open.  Monday - Thursday 11:00am to 7:00pm; Friday noon to 6:00pm; Saturday 11:00am to 5:00pm.
