Hamburg Township Library Board of Trustees
February 18, 2014

 

Meeting called to order at 7:00pm in the library meeting room.
Members present: Andrew Byerly, Sally Crouch, Michaelene Farrell, Richelle Hocking
and Jim Katakowski.
Absent: Peg Eibler.
Also present: Holly Hentz and Christine Weber.

 

  1. A motion to approve the agenda as presented was made by Byerly.  Seconded by Hocking.  Motion carried.
  1. A motion to approve the January 21, 2014 minutes as presented was made by Farrell.  Seconded by Hocking. Motion carried.

 

Call to the Public
None present.

Financial

  1. A motion to accept the Financial Report for January 2014 as presented was made by Hocking. Seconded by Byerly.  Motion carried.
  2. A motion to accept Library Voucher #527 in the amount of $61,564.26 was made by Farrell.  Seconded by Hocking.  Motion carried.

Librarian’s Report

  1. Hentz reported the DIA will present “Samurai: Beyond the Sword” on Saturday, May 3 at 11:30am-1:00pm. Free – Registration Required.
  2. Summer Reading Program kickoff party is June 6 at 7pm.

 

Correspondence

None

Old Business

  1. Eibler, Hentz, and Weber met with Supervisor Pat Hohl regarding possible Brownfield TIFA in township. Projected timeframe is 2015-2016. This project will not impact the library.

 

New Business

  1. A motion to close the library on Saturday, July 5, 2014, unpaid, was made by Byerly. Seconded by Hocking. Motion carried.

 

 

 Relevant Board Issues

  1. Board discussed the summer newsletter “Voter Information” insert and the Millage Q & A sheet.  Both were approved with minor editing changes.
  2. A resolution to approve the library millage proposal was made by Byerly, seconded by Hocking.  Resolution was approved. See attached resolution.
  3. Byerly and Katakowski must file necessary paperwork for re-election. Their appointments to the Board were prior to an election.

 

A motion to adjourn was made by Byerly.  Seconded by Hocking.  Motion carried.

The meeting adjourned at 8:02pm.

 

Next meeting will be March 18, 2014 at 7:00pm.

 

RESOLUTION TO APPROVE LIBRARY MILLAGE PROPOSAL

 

At a regular meeting of the Board of Trustees of the Hamburg Township Library (“Library”), Livingston County, Michigan, held at the Library on the 18th day of February, 2014, at 7:00 p.m.
PRESENT: Andrew Byerly, Sally Crouch, Michaelene Farrell, Richelle Hocking, James Katakowski.
ABSENT:  Margaret Eibler.
The following Resolution was offered by Andrew Byerly and seconded by Richelle Hocking.
WHEREAS, the Hamburg Township Library ("Library") is a township library organized under 1877 PA 164 ("Act 164") serving the residents of  Hamburg Township ("Township"); and           WHEREAS, as required by Section 10c of Act 164, if the Library Board by resolution determines that if the estimate of the amount of money necessary for the support and maintenance of the Library exceeds the previously authorized millage that expired in 2013, the question of increasing the Library millage to not more than 2 mills shall be placed on the ballot for approval at the next regular election for that Township; and
WHEREAS, the Library Board has determined that the amount of money necessary for the support and maintenance of the Library must be increased for eight (8) years, 2014 to 2021 inclusive, in an amount not to exceed .80 mill for the purpose of operating, maintaining and equipping the Hamburg Township Library and for all other library purposes authorized by law; and  
WHEREAS, the Library Board has determined that placing the millage request on the ballot at the August 5, 2014 election is in the best interests of the health, safety and welfare of the Township residents. 


THEREFORE, the Library Board of the Hamburg Township Library, Livingston County, resolves as follows:
1.         The Library Board determines that the amount of money necessary for the support and maintenance of the Library must be increased.
2.         The Library Board resolves to present to the electors of the Township at the August 5, 2014 election a proposed additional new millage in the amount of ad valorem taxes as described in the ballot language attached as Exhibit A.
3.         The Secretary of the Library Board is authorized and directed to promptly submit this resolution along with the above ballot language to the Livingston County Clerk and the Township Clerk so that the attached millage proposal may be presented to voters at the August 5, 2014 election.
4.         Any resolution inconsistent with this resolution is hereby rescinded.
